ASM Educational Center helps prospective students explore training options that may qualify for WIOA or other workforce-development funding. Eligibility, funding amounts, program approval, and final authorization are determined by the workforce organization serving the applicant’s county of residence.
WIOA stands for the Workforce Innovation and Opportunity Act. It is a federal workforce-development law that helps connect eligible job seekers and workers with employment services, career planning, education, occupational training, and certain support services.
In Maryland, WIOA services are administered through state and local workforce-development organizations, American Job Centers, and local workforce boards. The applicant’s county of residence generally determines which local workforce agency handles the case.
WIOA is not a universal scholarship, automatic tuition waiver, guaranteed source of free training, or grant paid directly to the applicant. Eligibility and funding approval are determined by the appropriate workforce agency.
ASM Educational Center provides career-focused training options, but does not approve WIOA eligibility or funding.

The prospective student submits ASM’s secure Workforce Development Federal Funding Form with accurate contact information, county of residence, technical background, training interests, delivery preferences, and case-manager information when applicable.
An ASM representative reviews the inquiry, discusses the applicant’s career objectives, and helps identify a potentially appropriate IT or cybersecurity training pathway.
The applicant works with the American Job Center, workforce organization, or case manager serving the applicant’s county of residence. Local steps may include orientation, verification, assessments, career planning, documentation, or other requirements.
The workforce agency determines whether the applicant qualifies, whether the selected occupation and program are approved, how much funding may be authorized, and which expenses may be covered.
ASM proceeds with enrollment after the required authorization, purchase order, training voucher, Individual Training Account documentation, or other funding approval has been received.
WIOA is federally authorized, but services are administered through Maryland’s local workforce system. The applicant’s county may affect the workforce organization handling the case, eligibility procedures, funding limits, required documents, priority populations, approved training programs, approved occupations, supportive services, processing timelines, and whether a waitlist is currently in effect.
Funding information for one county should not be assumed to apply statewide. Montgomery County, Prince George’s County, Frederick County, Baltimore County, Anne Arundel County, Howard County, and other Maryland jurisdictions may have different policies, procedures, limits, and available funds.

Montgomery County applicants may currently be eligible for workforce training funding of up to $5,000, subject to local workforce policies, applicant eligibility, program approval, selected occupation, available funds, and final written authorization.
Prince George’s County applicants may currently be eligible for workforce training funding of up to $4,000, subject to local workforce policies, applicant eligibility, program approval, selected occupation, available funds, and final written authorization.
Depending on the approved program and written authorization, workforce funding may apply toward approved costs such as:
Tuition may be covered when the selected training program is approved and authorized by the workforce agency.
Required course fees may be covered when included in the approved training plan.
Books, learning materials, and required supplies may be covered when specifically authorized.
Certification examination costs may be covered when part of the approved program cost and written authorization.
Other approved program expenses may be included if authorized by the workforce agency.
Workforce funds are generally paid to the approved training provider rather than deposited into the applicant’s personal bank account.
